Andy Lovejoy, PE

Andy Lovejoy is Civil Engineering Consultants’ president and provides the management of all potable water and water reclamation projects. Andy joined CEC in January 2000 and has over 20 years of experience designing and managing construction for complex infrastructure projects for local municipalities and private development.

Andy graduated from Georgia Tech with a Bachelor’s Degree in Civil Engineering and a Master’s Degree in Environmental Engineering. He also earned an MBA from Georgia State University.

In his spare time, Andy climbs tall mountains, rides his bike on long roads and hikes often with his dogs, Chelsea and Jill.

Gilbert Puffer, PE, Senior Design Engineer

Gil Puffer has 30 years of experience in environmental engineering primarily involving the design of municipal water/wastewater and stormwater facilities. Gil’s specializes in water treatment and large pipelines. He has an M.S., Civil Engineering, from Carnegie-Mellon University and B.S., Civil Engineering from Clarkson University. He is a Professional Engineer in Georgia, a member of the American Society of Civil Engineers and the American Water Works Association. Gil has also served on the Governor’s Water Contingency Task Force for the State of Georgia.

He is married and lives in East Cobb with wife and pets.

David Gauker, Chief Design Engineer

Mr. Gauker has 46 years of experience in operations, design, and construction of water and wastewater treatment plants. His expertise includes hydraulic, biological and solids handling process design including evaluations of various process alternatives to provide the best solution to the client. Being well versed in operations, he understands the special challenges associated with design and construction of retrofits and upgrades to existing facilities. His process experience in combination with recommended operational changes has saved clients millions of dollars by re-rating and process optimization in lieu of major construction. Mr. Gauker has also participated in value engineering studies determining cost effectiveness, constructability and suitability.

His industrial project experience includes wastewater pre-treatment facilities, railroad fueling terminal upgrades and a number of state correctional facilities.

David enjoys cruising with his wife of 38 years and visiting regularly with his five grandchildren. Both David and his wife Susan are avid NASCAR racing fans.

Purk Yotakhong, PE, Senior Design Engineer

Purk brings over 14 years of progressive experience in design, construction administration, and project management to CEC. He performs structural, mechanical, and large-diameter pipeline design work on projects across Georgia, Florida, and North Carolina. One of his most notable projects was the award-winning WaterHub at Emory University.

Purk holds a Professional Engineer license in the State of Georgia and a master of science from North Carolina State University. He received a bachelor of science from the University of Alabama and is a big Crimson Tide fan. He is also a Georgia Soil and Water Conservation Commission Level II Certified Design Professional for the State of Georgia. Purk resides in Alpharetta with his wife and daughter.

Navid Kashani, Project Engineer

Navid has 12 years of progressive experience in structural design, site and landscape design, and construction management on project sites. He has earned his Bachelors’ Degree in Civil Engineering from Georgia Institute of Technology, and Master’s Degree in Civil Engineering from Purdue University.

In his spare time, Navid plays Tennis, rides his bike, snowboards during winter, or swims with his wife Tabi and son Adrian.

Scott Madsen, Field Technician

Scott has been conducting fire flow tests and GPS data collection since 2018. He graduated from Georgia Southern University with a bachelor’s in general education and minors in criminal justice and sociology. He has been a member of the Forsyth County Fire department for 15 years and currently holds the rank of Sergeant. Scott is a scoutmaster for the Boy Scouts of America and assists young men through the Eagle Scout process as an Eagle Scout Mentor. He lives in Cumming his wife and their four children. He enjoys staying physically active and reading, as well as working with is hands on woodwork and plastic model projects.

Huan Pham, Senior Designer

Huan Pham, a senior designer with 20+ years of experience in Civil Engineering and Environmental Consulting. He provides analysis, design support for surface, sub-surface as well as groundwater studies. Being fluent with Autodesk applications in Civil and Architectural design makes him utilized in various disciplines. Experienced in GIS and Modeling, he could effectively work with infrastructure and provide decision-making materials to private sectors and government agencies.

Lacey Wolford, Project Engineer

Lacey graduated from Kennesaw State University with a Bachelor’s Degree in Environmental Engineering. She has 10+ years of experience using Autodesk Software and 2 years of experience working in the field at Civil Engineering Consultants, Inc. as an intern.

Lacey spends her free time being creative, typically drawing character art or trying different art processes like printmaking.
